Foley, AL (April 15, 2025) – A tragic accident claimed the lives of two teenagers Sunday evening in Foley when a pickup truck struck an electric scooter carrying both victims. The collision occurred on April 13 at approximately 9:00 PM along County Road 65, just south of Airport Road.
Emergency responders from Foley Police and Fire were dispatched to the scene following reports of a serious collision involving a pickup truck and an electric scooter. Upon arrival, they discovered that both riders of the scooter had sustained fatal injuries. The victims were identified as Brandon Alexis Esquivel Palencia, 19, of New York, and Cesar Ariel Villatoro Chavez, 18, of Foley. Both were pronounced dead at the scene.
According to the preliminary investigation, the driver of a 2006 Chevy Colorado was traveling northbound on County Road 65—a two-lane rural roadway with a posted speed limit of 45 MPH—when the collision occurred. The electric scooter was also traveling northbound when the driver attempted to avoid a crash but lost control of the vehicle. The pickup ultimately left the roadway and came to rest in a wooded area.
The driver of the pickup was not injured and remained at the scene, cooperating fully with law enforcement officers. Authorities confirmed there were no signs of impairment, and no charges have been filed at this time. Investigators have stated that this remains an active and ongoing investigation. Traffic in the area was temporarily impacted due to detours and delays as police secured the scene and conducted their work.
