Upon arrival, police found a 27-year-old bicyclist, later identified as Rosevelt Vann Jr. from East Hartford, lying in the road with severe injuries. Emergency medical personnel transported Vann to Saint Francis Hospital, where he unfortunately succumbed to his injuries.
