Phoenix, AZ (April 21, 2025) – A deadly crash early Monday morning on the Loop 202 Red Mountain Freeway in Phoenix has resulted in one fatality and a manslaughter charge for the driver involved. According to the Arizona Department of Public Safety (DPS), the crash involved an SUV traveling eastbound that veered into the gore area—a triangular section between the freeway and an off-ramp—and collided with a guardrail. The vehicle sustained significant damage upon impact.
A passenger in the SUV, identified as 34-year-old Jessica Bell of Phoenix, was critically injured and transported to a local hospital, where she was later pronounced dead. The driver, 36-year-old Vladimir Cortez Perez, also of Phoenix, suffered minor injuries. Following an investigation at the scene, DPS confirmed that impairment was suspected and stated that Cortez would be booked on manslaughter charges.
The crash led to an extensive closure of the freeway, impacting access from SR-51, I-10 in both directions, and the 24th Street on-ramp. Eastbound lanes of Loop 202 were closed from the Mini Stack to 32nd Street, causing major delays during the early morning commute. The freeway was reopened around 7:00 a.m. after investigators cleared the scene.
