Belle Chasse, LA (May 19, 2025) – A tragic crash involving an electric scooter and a pickup truck claimed the life of a 25-year-old man early Sunday morning in Plaquemines Parish. The fatal collision occurred at approximately 12:30 a.m. on May 18, 2025, along LA 23 near L Street in Belle Chasse.
Emergency responders from Plaquemines Parish Fire and EMS arrived quickly at the scene following reports of a serious collision involving a personal mobility device and a larger vehicle. Upon arrival, they found that the rider of the electric scooter, later identified as Herby Louis-Jeune of Gretna, had sustained fatal injuries. He was pronounced dead at the scene.
Preliminary findings from Louisiana State Police Troop B indicate that Louis-Jeune was operating an electric scooter in the right southbound lane of LA 23 when he was struck from behind by a 2015 Ford F-250 traveling in the same lane. The impact threw Louis-Jeune from the scooter, resulting in catastrophic trauma.
Authorities noted that Louis-Jeune was not wearing a helmet, had no lights affixed to his scooter, and was dressed in dark clothing at the time of the crash—factors that may have contributed to reduced visibility during the early morning hours. The driver of the Ford F-250 was uninjured and fully cooperative with law enforcement. Troopers confirmed the driver showed no signs of impairment and voluntarily provided a breath sample that tested below the legal limit.
