Los Angeles fills a coastal basin that the Santa Monica Mountains wall off from the San Fernando Valley, and close to 3.9 million people live on both sides of that ridge. Only a few passes cut through it: the 405 squeezes over the Sepulveda Pass, where traffic can crawl for hours, and the 101 threads the Cahuenga Pass. Port trucks run up the 110 from San Pedro toward downtown and the Four Level, while flights out of LAX and game nights at Exposition Park pile more cars onto the 405 and the 110. Deaths eased in 2025, though fatal crashes are running higher again this year. Where you crashed decides which agency writes your report and how long it takes to reach you.

Reporting a Crash in Los Angeles, CA

The Los Angeles Police Department handles crashes on city streets. The California Highway Patrol takes the freeways, working from area offices around the city: the Central Los Angeles office at 777 West Washington Boulevard covers the 5, 10, 101, 110, 60 and 2 near downtown, including the Four Level and the East Los Angeles Interchange. The Los Angeles County Sheriff’s Department covers unincorporated neighborhoods such as Willowbrook and East Los Angeles.

LAPD collision reports come from its Records and Identification Division. The quickest route is the LexisNexis online portal linked from the LAPD site, and LAPD asks online requesters to allow at least 45 days from the date of the crash. By mail, send a $19 check or money order payable to LAPD to the Document Processing Unit, P.O. Box 30158, Los Angeles, CA 90030.

Reports involving an arrest, a death or a juvenile are released by mail only. Under California Vehicle Code 20012, LAPD releases reports to the people involved, their representatives and others the law names.

For a freeway crash, file a CHP 190 form by mail with the nearest CHP area office or in person at any CHP office. The fee is $10 for up to 25 pages. California also requires an SR-1 form sent to the DMV within 10 days of any crash where someone was hurt or killed or damage topped $1,000, separate from the police report.

Where Do Most Crashes Happen in Los Angeles?

LADOT’s High Injury Network is the 7.5 percent of city streets that account for more than 60 percent of deaths and severe injuries among people walking, according to the department’s July 2026 update. The two worst intersections in Crosstown’s analysis of LAPD records both sit close to a freeway exit.

  1. Figueroa Street and Slauson Avenue, South Los Angeles. Crosstown’s analysis of LAPD data counted 66 serious collisions here between February 2021 and February 2025, more than any other intersection in the city, including 17 felony hit-and-runs and seven people on foot struck. It sits a block from a 110 Freeway exit in the Vermont Slauson neighborhood.
  2. Sepulveda Boulevard and Roscoe Boulevard, Panorama City. Second on the same list with 65 serious collisions, about one every three weeks, including a hit-and-run that killed a 38-year-old cyclist. The intersection is two blocks from a 405 offramp. Crosstown editor Gabriel Kahn told ABC7 that “a lot of people coming off the freeway driving 70 miles an hour” are entering a city street there.
  3. Roscoe Boulevard and Van Nuys Boulevard, Panorama City. About a mile east along Roscoe, 59 serious crashes from 2021 to 2024, 14 of them felony hit-and-runs.
  4. Venice Boulevard, Inglewood Boulevard to National Boulevard. On the High Injury Network through Mar Vista and Palms. LADOT and Metro rebuilt more than four miles of it with protected left-turn signals, new crosswalks, parking-protected bike lanes and a 24-hour bus lane.
  5. Hollywood Boulevard, Gower Street to Lyman Place. LADOT planners counted 53 collisions that killed or severely injured someone in this stretch from 2010 to 2019, with speeding the main problem. Work began in June 2024 on protected bike lanes and a center turn lane, taking most of the stretch from two travel lanes each way to one.
