Chesapeake, VA (September 23, 2025) – A tragic overnight collision on Interstate 464 claimed the lives of three people early Sunday morning, including two EMS workers whose ambulance was struck head-on by a wrong-way driver. The crash occurred around 2:35 a.m. on the southbound lanes of I-464 near Exit 2, according to Virginia State Police.
Authorities say a 2024 Ford Econoline ambulance operated by Midwest Medical Transport of North Carolina was traveling south when it was hit by a 2022 Lexus sedan driving northbound in the wrong direction. The violent impact caused both vehicles to erupt in flames.
Emergency responders from Chesapeake Fire and Rescue arrived within minutes, working quickly to extinguish the fires and assist the victims. Tragically, all three people involved were either killed at the scene or later died from their injuries.
The ambulance was returning from a call when the crash occurred. Inside were Paramedic Stephen Michael Anderson, 53, and EMT Skye Alexis Oraczewski, 22. Both sustained critical injuries and were transported to Sentara Norfolk General Hospital, where they later passed away.
The driver of the Lexus, Shakena Shamae Taylor-Pannell, 39, died at the scene before she could be transported for treatment.
Anderson, who had been in EMS for more than a decade, was training Oraczewski at the time of the crash. According to family members, the two shared a strong commitment to public service. Anderson was known for his selfless dedication, including months of work aiding flood victims in North Carolina.
“He really was that person who would give you the shirt off his back,” said David Carter, Anderson’s cousin and fellow first responder. “He should have never been on this side of the call.”
Carter praised Chesapeake Fire crews for their efforts at the scene, expressing confidence that his cousin and Oraczewski received the best possible care under the circumstances.
State police continue to investigate the incident, with speed and alcohol being considered as potential contributing factors.
As tributes pour in from across the EMS community, agencies like the Currituck County Professional Fire Fighters and EMS Association have offered condolences. “Their loss is felt deeply by all of us who share this calling to serve and protect others,” the organization stated. “Rest easy, Stephen and Skye. Your service and sacrifice will not be forgotten.”
