Dover, DE (September 13, 2025) – A tragic crash involving an electric bicycle and a school bus claimed the life of a 14-year-old boy and left another teen seriously injured Friday afternoon in Dover.
According to Delaware State Police, the fatal collision occurred around 4:00 p.m. on September 12 at the intersection of West Lebanon Rd and Royal Grant Way. A school bus traveling east on Lebanon Rd had moved into the right-turn lane to enter Royal Grant Way when it was struck on the passenger side by an electric bicycle carrying two teenage riders.
The e-bike had been traveling eastbound on the adjacent sidewalk and failed to stop at a posted bicycle stop sign before entering the intersection. The impact with the school bus left both teens severely injured.
Emergency personnel from multiple agencies—including Dover EMS, Kent County fire units, and DSP Aviation Trooper 4—responded rapidly to the scene. CPR was administered on one of the teens, later identified as a 14-year-old passenger from Dover. Despite the efforts of first responders, he was pronounced deceased at the hospital.
The 16-year-old rider, a resident of Camden, sustained serious injuries and was also hospitalized. Authorities confirmed that neither of the teens was wearing a helmet at the time of the crash.
The school bus, driven by a 75-year-old man from Magnolia, was carrying 21 elementary-aged students. None of the children or the driver were injured.
West Lebanon Rd remained closed for approximately four hours as the Delaware State Police Troop 3 Collision Reconstruction Unit processed the scene. The investigation remains ongoing, and the identity of the deceased is being withheld pending family notification.
Our deepest condolences go out to the family and friends of the young victim. We also extend heartfelt wishes for healing to the surviving teen and all those affected by this tragedy.
Fatal Bicycle Collisions in Delaware
E-bikes are becoming increasingly common on Delaware roads, offering affordable and eco-friendly transportation—but they also raise new safety concerns, especially for young riders. Intersections like West Lebanon Rd and Royal Grant Way are designed with traditional traffic in mind, and when high-speed vehicles and bicycles intersect, the results can be devastating.
In Friday’s crash, both riders on the electric bicycle were under 18 and not wearing helmets—factors that greatly increase vulnerability in any traffic incident. The absence of protective gear, particularly head protection, can turn survivable collisions into fatal ones. Delaware law currently encourages—but does not mandate—helmet use for all bicyclists, leaving younger riders at heightened risk.
While the school bus occupants were unharmed, the emotional toll of such an event can affect everyone involved. Incidents like this underline the critical importance of proactive education, infrastructure awareness, and enforced safety standards for all road users—particularly those operating or riding on e-bikes.
For grieving families and injured individuals, navigating the aftermath of a crash can feel overwhelming. From medical treatment and trauma recovery to legal complexities, support systems are vital to helping victims regain stability.
