Newburgh, NY (April 25, 2025) – A high-speed police pursuit that began early Friday morning ended in tragedy along Interstate 84 in Orange County, claiming the life of a 25-year-old passenger and injuring the driver, according to authorities. The incident began around 3:43 a.m. when New York State Police attempted to stop a 2015 GMC Sierra pickup truck for vehicle and traffic violations on Route 9W in Newburgh.
When the driver failed to comply, a pursuit ensued, continuing south on Route 9W, onto State Route 32, and eventually westbound on I-84. Troopers ultimately discontinued the chase due to the vehicle’s dangerously high speeds and concerns for public safety. Shortly afterward, the fleeing vehicle was found off the shoulder of I-84 after crashing into a tractor without a trailer and overturning.
Emergency crews responded to the crash scene and provided medical aid. The passenger, identified as Phelipe Figueroa, 25, of Otisville, was transported to St. Luke’s Hospital in Newburgh, where he was later pronounced dead. The driver, Liam F. McNichol, 25, of Port Jervis, sustained minor injuries and was also treated at St. Luke’s.
The New York State Attorney General’s Office was notified and is involved in the investigation, as required when police pursuits result in fatalities. Charges against the driver are pending as officials continue their investigation. The crash led to a temporary shutdown of the Exit 34 entrance ramp on I-84 West near Route 17K, which has since been reopened to traffic.
Our thoughts are with the family and friends of Phelipe Figueroa during this devastating time.
Police Chase Accidents in New York
Incidents involving police pursuits often carry a high risk of catastrophic outcomes, as tragically demonstrated by Friday’s fatal crash in Newburgh. High-speed chases frequently lead to loss of control, major collisions, and serious injuries or deaths—not just for those in the fleeing vehicle, but for other road users as well. Law enforcement agencies face complex decisions when weighing the need to apprehend drivers against the need to protect public safety.
Highways like I-84, where speeds are already high under normal conditions, present additional dangers during pursuits. Even after troopers made the difficult decision to discontinue the chase in this case, the consequences of the fleeing driver’s actions proved fatal. The impact of these events extends far beyond those directly involved, often leaving families grieving and communities shaken.
Victims of pursuit-related accidents—or their surviving families—face not only deep emotional pain but also significant legal and financial challenges. Understanding available resources, rights, and pathways toward recovery is crucial during these painful times. As investigations continue, the findings may help reinforce best practices for law enforcement and highlight needed improvements to prevent future tragedies.
