Tewksbury, MA (September 25, 2025) – A devastating two-car crash in Tewksbury Tuesday morning claimed the life of a beloved police therapy dog and sent both drivers to the hospital. The collision occurred around 8 a.m. on Whipple Rd near Wells Dr.
According to investigators, a Mazda 3 driven by a 26-year-old Westminster woman crossed the double yellow line and struck a Toyota Camry head-on. The Camry was being driven by Wilmington Police Department employee Samantha Cavanaugh, who was traveling with her partner, Zena, a 3-year-old Bernedoodle therapy dog.
Emergency crews transported both drivers to local hospitals. Cavanaugh sustained injuries and was treated and released later that day. Zena, who was seriously injured, was taken by ambulance to Bulger Animal Hospital in Lawrence under the provisions of Nero’s Law, which allows police dogs to be transported in ambulances when necessary. Sadly, despite efforts to save her, Zena died from her injuries.
Authorities continue to investigate the crash to determine what caused the Mazda to cross into oncoming traffic.
We extend our heartfelt condolences to the Wilmington Police Department, to Zena’s handler, and to all who were touched by her presence.
Head-On Collisions and Community Impact in Massachusetts
Head-on crashes are among the most dangerous types of vehicle accidents, often leaving behind severe injuries or fatalities due to the force of impact. The tragedy on Whipple Rd underscores just how quickly a routine morning drive can turn catastrophic when vehicles cross the center line.
Beyond the physical injuries sustained by the drivers, this crash represents a profound loss for the Wilmington community. Therapy dogs like Zena are more than companions—they play vital roles in reducing stress, providing comfort, and building bonds between law enforcement and the public. Her presence at schools and senior centers helped bridge gaps and offered emotional support to countless residents.
In Massachusetts, community-based policing initiatives that incorporate therapy animals have become increasingly valuable. Losing such a resource affects not just the department but also the broader community that relied on those moments of connection.
For victims of head-on collisions, the path to recovery often includes extensive medical care, rehabilitation, and emotional healing. In cases involving community figures—whether human or animal—the ripple effect of grief spreads even further.
At Local Accident Reports, we are dedicated to keeping communities informed about serious crashes while recognizing the personal and collective impacts they leave behind.
